He was Deputy General Secretary of Asociación Latinoamericana de Integración (ALADI, Latin American Integration Association), Chairman of the Board of Petroperú S.A., President of ENCI, Director of Public Sector Area of National Planning Institute and Technical Director of Project for Strengthening Foreign Trade (Santo Domingo, Dominican Republic). Likewise, he has held positions as Executive Director at Inter-American Development Bank (Washington); Executive Director at World Bank (Washington); Minister of Energy and Mines; and Minister of Economy and Finances of Peru.EDWIN QUINTANILLA

He has been Executive Secretary of Electricity Tariffs Commission and Deputy Manager of Tariff Regulation at Osinerg. From June 2003 to December 2012, he was General Manager at Supervisory Body of Investment in Energy and Mining – OSINERGMIN. Over 30 years of experience in the energy sector, of which 21 years he has been working in the regulation and supervision area of the sector. In teaching and research, he is professor in Postgraduate Program at Universidad ESAN (ESAN University) and he is currently Vice Minister of Energy in the Ministry of Energy and Mines.
FERNANDO ZAGAZETA URETA
Bachelor’s Degree in Business Administration from Universidad de Lima (University of Lima) and MBA from Darden Graduate School of Business (University of Virginia). Experience in structuring primary supplies in the local and international capital market, in structured loans as well as in general financial advisory and business valuation. He has participated in bond issuance of Transportadora de Gas del Perú (USD 850 MM), Hunt Oil (USD 200MM) and PERU LNG (USD 200MM) and in structured loans to Hunt Oil (USD 160MM), SN Power (USD 190MM) and Línea Amarilla (PEN 217.4 MM), among others. He previously worked in Corporate Banking Department of BCP (Lima – Peru), and for EcoLogic Finance (Cambridge, MA).
CARLOS OCTTINGER
Chemical Engineer, Universidad Nacional del Litoral (National University of thr Littoral, 1965). Graduate of Senior Management Program (PAD) from Instituto de Altos Estudios Empresariales Business School in 1985. Independent Consultant, working for World Bank and for companies such as Shell Global Solutions, Universidad de Bahia Blanca, Methanex, among others. He holds the position of President of the Commission of Raw Materials of Argentine Petrochemical Institute. He was Advisor to the Presidency in Technology and Development (from 2001 to 2007) for Petroken Petroquímica Ensenada S.A. He had held positions in Project, Industrial Management and subsequently General Manager for Petroken P.E.S.A. (from 1990 to 2001), being responsible for running a project of a Polypropylene plant of 100.00 tones per year and for the production of Polymer Grade Propylene from Propane-Propylene cut. Industrial Manager of IPAKO (from 1969 to 1990), being responsible for the operation of Bahía Blanca – Polisur and Ensenada, and the initial process of Petroken project. In teaching, Professor of “Management of Petrochemical Plants” at Argentine Petrochemical Institute and Universidad Nacional de San Martín. Lecturer in Petrochemical, Oil and Natural Gas.

Professor of Business Law, Philosophy of Law and Political Economy at Pontifical Catholic University of Peru and at Peruvian University of Applied Sciences. He is currently Executive Director of SE Semana Económica, and he is Journalistic Director of the magazines Semana Económica (Business) and Perú Económico (Economics and Public Policies). President of the Board of Directors of the Peruvian Press and he has been a member of Advisory Council of Peruvian Radio and Television (CONCORTV), of the Ministry of Transport and Communications. Representative of Peruvian Press Council before CONASEC – National Council for Public Safety.
ANTHONY LAUB
Law Bachelor’s Degree from Pontifical Catholic University of Peru. Master in Energy Law and Policy (LLM) at University of Dundee (Scotland). Specialist in Energy Law (electricity, natural gas and oil), policy and financing for energy projects, concessions and privatizations, commercial contracts; as well as in Administrative and Mining Law. He has held different positions in the energy sector, among the most relevant: Secretary General of the Ministry of Energy and Mines of Peru, Legal Manager of Electroperú, General Manager of Legal Advisory of the Ministry of Energy and Mines of Peru, Legal Advisor to the Office of the Vice Minister of Energy and Legal Advisor to the General Bureau of Electricity of the Ministry of Energy and Mines of Peru.
ELEODORO MAYORGA ALBA
Petroleum Engineering Bachelor’s Degree at Universidad Nacional de Ingeniería (National University of Engineering). Master in Petrochemical and Industrial Management at Catholic University of Louvain (Belgium). PhD Degree in Mathematics Applied to Economics at University of Paris X (France). Major in Petroleum Economics at French Institute of Petroleum. Specialist in lending operations and technical assistance in oil and natural gas sector. This includes the development of new policies and regulations to ensure efficiency and transparency in the management of extractive industry projects; environment protection and social impact mitigation during exploration, development and transportation; the development of technical and economic studies; and assistance in solving complex problems of negotiating the financing for oil and natural gas projects. Before joining Laub & Quijandría, he was General Manager, Economics Manager, Head of Camisea Project in Petroperú S.A. and Energy Economist at United Nations Economic Commission for Europe. He also worked for nineteen years at World Bank where he worked, among other positions, as Chief Oil Economist and Oil Specialist in the Unit of Policies in Oil, Gas, Mining and Chemical Products sectors.
FIDEL JARAMILLO
Fidel Jaramillo has been representative of the Inter-American Development Bank (IDB) in Peru since June 2010. He joined IDB in 2005 as Regional Economic Advisor of the Country Department Andean Group. Between 1999 and 2005, he was Chief Economist and Vice President of Development Strategies of the Andean Development Corporation (CAF). In addition, he served as General Manager of Central Bank of Ecuador (1997-1998) and Minister of Economic and Finance of Ecuador (1998-1999). Mr. Jaramillo obtained a PhD Degree in Economics at Boston University in 1992 and worked as professor at various academic institutions. He served as consultant for several multilateral organisms and directed the consulting firm Multiplica, specialized in Macroeconomics, Economic development, and Finance.

Industrial Engineer with solid experience in Private Investment Promotion Process, Electricity, Mining and Hydrocarbons, national and multinational companies; managing to achieve the planned goals of those areas for the companies or institutions he has worked for.
He has also worked for Private Investment Promotion Agency PROINVERSION for sixteen years, holding different positions, especially in issues related to procurement, concessions, privatizations and investments.
Through Supreme Resolution N° 115-2012-EM, December 20, 2012, he was appointed President of the Board of PERUPETRO S.A., state company in charge of promoting investments in exploration and exploitation of hydrocarbons in Peru, and of negotiating, entering into and supervising contracts in hydrocarbon area.

Mechanical Engineer from Pontifical Catholic University of Peru and he has a Master’s Degree in Business Administration from Massachusetts Institute of Technology – MIT, United States. Over 20 years of experience in the Energy sector and he has developed his career in several countries in North and South America. Before his position in Pluspetrol, he had positions in Houston, as Senior Manager of Mergers and Acquisitions in the Americas and as Senior Manager of Business and Strategy, both with Royal Dutch Shell.
JUAN MIGUEL CAYO
Economist, currently Director of Regulation of Latin America within Enel/Endesa Group. Before, he worked as a senior energy specialist in the Latin America Region of the World Bank in Washington DC, responsible for the development of investment projects in energy and energy policy programs in the countries of the region. He also was Counselor for the Executive Director for Peru and Chile at the Inter-American Development Bank (IDB) in Washington, DC (2007-2008). He was the Vice Minister of Economy (2006-2007) at the Ministry of Economy and Finance (MEF), responsible for the macroeconomic, social, and sectorial policies. Between 2004 and 2006, he was the Vice Minister of Energy at the Ministry of Energy and Mines, in charge of electricity and hydrocarbon subsectors. Before that, he had served as an economic advisor to the Ministry of Fisheries and as advisor to Ministry of Economy and Finance. During the period of 1988-1997, he worked for Banco Central de Reserva del Perú (Central Reserve Bank of Peru) (BCR) where he rose to the position of Head of the International Investment Department, responsible for the management of BCRP’s international reserves portfolio. Board member of several companies. In the energy sector, he has been a Board member of Etevensa, Electroperú and Petroperú. On other sector, he has also been Director of Cemento Andino and Fondo MiVivienda. He also has a wide experience in teaching, such as Macroeconomics, Microeconomics and Applied Sciences in several Peruvian universities. KEYNOTE SPEAKER – RAMON ESPINASA
Ramón Espinasa is leading specialist in Oil and Gas of the Energy Division at Inter-American Development Bank in Washington DC. For twenty years, until 1999, he worked for Petróleos de Venezuela SA where he worked as Chief Economist between 1992 and 1999. He has worked as consultant in the hydrocarbon sector for IDB Department of Investigation and Integration. Likewise, he has served as Consultant to Andean Development Corporation (CAF) and World Bank (IBRD) in areas related to oil in the Andes and Middle East. Dr. Espinasa is Industrial Engineer at Universidad Católica Andrés Bello (Andrés Bello Catholic University) in Caracas (1974) and holds a Ph.D. and MPhil. in Energy Economics and Economic Development at University of Cambridge and Master in Economic Development at Institute of Social Studies (The Hague, The Netherlands). Dr. Espinasa is currently Deputy Professor at Georgetown University in Washington DC where he has taught, since 2005, a Post Graduate program on Energy Security in the Western Hemisphere.
JAVIER SAN MIGUEL ARMENDARIZ
Javier San Miguel Armendáriz is Strategic and Business Development Manager of National Renewable Energy Centre (CENER). Industrial Engineering Bachelor’s Degree from Public University of Navarre and Electric Engineering from Stafford University in UK. Major in Electrical Machines and Power Electronics at University of Birmingham. Javier worked in ship propulsion projects with the Royal Navy, high speed railway traction systems with Ansaldo Trasporti and conventional power generation with FKI Group. He started the operations at the first wind turbine manufacturer in UK, DeWind UK and he currently promotes, at international level, research and development projects of renewable energies.

Electrical and Mechanical Engineering Bachelor’s Degree from Universidad Nacional de Ingeniería (National University of Engineering) in 1984, specialization studies in Sweden. He has been General Manager of distribution companies and has been Board member in generation, transmission and distribution companies, serving as Chairman of the Board in several of them. Board member of COES (Committees for the Economic Operation of the Interconnected Systems), Advisor to the Vice Minister of Energy from 2001 to 2006. He currently serves as Chairman of the Board of Directors of COES, body consisting of all agents of the Peruvian electricity market: generators, transmitters, distributers and unregulated price customers.

BEATRIZ MERINO
Master in Law at Harvard University, graduate studies in Taxation and Economics at the London School of Economics, after receiving a Law degree from the Universidad Nacional Mayor de San Marcos (National University of San Marcos).
Master in Law from Harvard University, graduate studies in Taxation and Economics at the London School of Economics, after receiving a law degree from the Universidad Nacional Mayor de San Marcos (National University of San Marcos). She has been part of the management of public and private institutions such as the World Bank, the Presidency of Council of Ministers, National Superintendence of Tax Administration (SUNAT) and the multinational Procter & Gamble.
The citizen vote made her Senator of the Republic for the period 1990-92, and Congresswoman from the Republic for the period 1995-2000, serving as president of both the Environmental Committee and the Women’s Rights Committee.
From 2005 to March 31 2011, she was the National Ombudsman of Peru. In recognition of her management, in September 2009, she was elected President of the Latin American Ombudsman Federation (FIO); and from June 2010 to March 2011, she was President of the Andean Council of Ombudsmen (CADP).From April 1st 2011 to January 2012, she served as President of the Association of Private Pension Fund Management Companies (AAFP) and was Board Member of the National Confederation of Private Business Associations (CONFIEP).
From November 1st 2011, she has been Research Professor at CENTRUM/ PUCP, the only Business School in Peru with the TRIPLE CROWN, meeting the three most important accreditations worldwide: AACSB International, European Quality Improvement System (EQUIS) and The Association of MBAs (AMBA).She has been serving as the President of the Peruvian Hydrocarbons Society since January 2013, trade union made up by 15 oil companies.
ALEJANDRO MARTINEZ
Law Bachelor’s Degree from Pontificia Universidad Javeriana (Pontifical Xavierian University), with thesis “La Planeación en nuestra Constitución Política” (Planning in our Constitution) (1983). Specialized in Petroleum Law at University of Dundee, UK (1986), with the dissertation “Petroleum spot and futures markets”. In the academic field, he’s been professor in universities of Los Andes, Javeriana and Externado; and he is co-author of the book “Código de Minas – Jurisprudencia y Doctrina” (Mining Code – Jurisprudence and Doctrine). He has published several essays in different oil and economy issues, he is also a columnist of publications of Portafolio, national circulation newspaper specialized in economic analysis and news.
He started his professional career at the law firm Martínez, Córdoba & Asociados, consulting firm in Administrative Law and Mines and Hydrocarbons Law. Subsequently, he became Vice Minister of Mines and Energy in the National Government (1992-1993), taking part of the Governing Committees of the Financiera Eléctrica Nacional – FEN, Betania Hydroelectric, Instituto Col. De Energía Eléctrica – ICEL (Colombian Electric Power Institute), Ingeominas, Electrificadora Bolivar and Institute of Nuclear Affairs.
He is currently executive President of the Colombian Petroleum Association (ACP).
ERLON ARFELLI
Civil Engineer from Engineering School of Lins in Sao Paulo and MBA from Getúlio Vargas Foundation, Brazil. Thirty-three years of experience in the energy sector, he participated in hydroelectric building in Brazil, China, Mexico, Colombia and Peru; among other works in the infrastructure sector. He is currently Director of Odebrecht Energía del Perú, being responsible for investments for Power Generation Projects of Peru including Chaglla Hydroelectric Power Plant.
MARIANO CASTRO SANCHEZ MORENO
Current Vice Minister of Environmental Management of the Ministry of Environment. Responsible for coordinating policies and governance program of the Initiative for Conservation in the Andean Amazon (ICAA) through the Peruvian Society for Environmental Law.
He has held management responsibilities in the public, business, university sector and non-governmental development organizations. He has also carried out teaching activities of research and advisory in issues of environmental and social public policies development and management at PUCP and UCSUR.He has been coordinator of Pacto Ambiental Perú 2011-2016 (Environmental Covenant) that involved all political parties with candidates for the presidency of the Republic. Executive Secretary and Director of Bureau of Intersectoral Land Management of National Environmental Council (CONAM) and Technical Secretary of the Commission that drafted the General Law of the Environment.
He also directs the School of Law at Universidad Científica del Sur (Scientific University of the South) and teaches Diploma in Environmental Law at PUCP and Environmental Law Clinic from PUCP. Member of the technical team of Governmental Best Practices and of Environmental Advisory Commission of Metropolitan Municipality of Lima since 2011. He is also Vice President of the Special Environment Committee of Lima Bar Association.
At international level, he has been part of various initiatives: Delegate of Peru in Forum of Ministers of Environment for Latin America and the Caribbean. Three-time member of the Non-Permanent Specialized Committees on Environment of the Organization of American States (OAS). Delegate of Peru to the Environment Committee of the World Trade Organization (WTO) and delegate of Peru to Governing Council of UNEP.
IVAN LANEGRA
Law Bachelor’s Degree from Pontifical Catholic University of Peru and Master in Political Sciences with major in Public Management from the same university. Specialized in designing and implementing environmental public standards and policies and on indigenous peoples. Nineteen years of experience in the area and he has written books and several articles in environmental law, environmental policy, indigenous peoples, public policies and political science. Professor of Political Sciences and Government and Environmental and National Resources Law at Pontifical Catholic University of Peru. He has been Manager of intersectoral environment management of National Environmental Council and Regional Manager of Natural Resources and Environment Management of Junin, he has also served as Deputy of Environment, Public Service and Indigenous Peoples of Ombudsman. He was recently Vice Minister of Interculturality of Ministry of Culture.

Christian Laub is CEO at Credicorp Capital, Credicorp’s Group regional investment bank. Prior to this, he was responsible for the Corporate Banking Division of Banco de Crédito del Perú (BCP). He also held a number of positions in the subsidiaries of Credicorp. He has been Manager of Corporate Finance Area and Capital Markets Area of BCP, CEO of Credifondo SAF and Associate in the Asset Management of Atlantic Security Bank in Miami. Mr. Laub has a Bachelor of Economics from Universidad del Pacífico and holds an MBA from Harvard University.

Luis Carranza has served twice as Minister of Economy and Finance. He was also Director of the Banco Central de Reserva del Perú (Central Reserve Bank of Peru), Vice Minister of Economy and Finance, Chief Economist for Latin America and Emerging Markets of BBVA Bank, Officer of the IMF and Officer of the Department of Economic Research of the Federal Reserve of Minneapolis.
He studied a specialization in Macroeconomics, Public Economics and Monetary Economics at University of Minnesota, obtaining a PhD and Master degree in Economics.JASPAL PANESAR
He has worked in the British Chancery for the last eighteen years. He is currently in charge of policies of energy and climate change in United Kingdom, focused on the reform program of the electricity market in the United Kingdom and the opportunity that this provides to foreign investors and regulators of the energy issue. He previously worked in the British Mission accredited in United Nations (New York), in the British High Commission in Malaysia, and in the British Embassy in Qatar, where he led energy issues. He belongs to the Department of Energy and Climate Change of the British Foreign Ministry.
